Not just the two island nations offshore from France, though this will make up the majority of the entries. Malta and Iceland would certainly qualify. A decision on Bornholm (actually on all of Denmark except Jylland), Lofoten, Madeira, and so on will be left until such a decision between offshore (the location) and mainland (usually the political centre, though Denmark is again the exception) is necessary.
